В нормальном случае, дял прокрутки списка нужно наверсти на него мышь и сделать его активным (нажать на него). Работа этой проги в том, что она делает последнее условие ненужным - таким образом, можно прокручивать список простым наведением курсора на него. Прога сидит в трее и не требует никаких действий пользователя. Интерфейса как такового там тоже нет. Самый хороший вариант понять, что она делает - это попробовать самому.

Tordex Wheel adds intelligence to the mouse wheel. By default, when you roll the mouse wheel, Windows roll the currently active window and ignore the mouse cursor position. With Tordex Wheel, Windows rolls the window under the mouse cursor, so you can scroll windows, lists, etc. without having to activate them. Using Tordex Wheel is very simple. Just run it and Tordex Wheel will improve your mouse wheel. The program sits in the Windows Tray and doesn't take much resoures.
Инсталляции не требует. От себя добавлю, что в Windows есть похожая возможность - X-Mouse, которая активирует окна при наведении на них курсора.. Tordex Wheel можно рассматривать как "lite-версию" X-Mouse. (Включить X-Mouse можно прогой Tweak UI.)
