Расположен в 15 км от центра Санкт-Петербурга в Московском районе Санкт-Петербурга (бо́льшая часть аэропорта) и Ломоносовском районе Ленинградской области (часть одной из взлётно-посадочных полос). По итогам 2017 года аэропорт занимает четвёртое место среди аэропортов России по числу перевезенных пассажиров, уступая трём московским аэропортам. Пулково является базовым для авиакомпании «Россия». С февраля 2015 года в аэропорту пассажиров обслуживает централизованный аэровокзал, включающий в себя здания 1973 и 2013 годов постройки. С марта 2014 года прекратил свою работу аэровокзал «Пулково-2», использовавшийся для международных рейсов. Решение о его дальнейшем использовании должна принять администрация Санкт-Петербурга.
